Former Vermont official discusses mental health in prison

Robert Appel, a former Vermont state official who worked with mental health and criminal justice policy, discusses on Vermont Public Radio how he participated in countless studies about treating mentally ill persons while in Correctional facilities. Vermont fails to provide effective and accessible community-based mental health services, he argues, adding that the new state psychiatric hospital cannot fill all of its beds due to staff shortages for this most challenging work. Appel suggests that Vermont needs an acute psychiatric care facility for inmates.
