The John Howard Association
of Illinois and eight other nonprofits will receive MacArthur Awards for Creative & Effective Institutions ranging from $350,000 to $1 million, the MacArthur Foundation said. The John Howard Association regularly inspects all Illinois adult and juvenile prison facilities and recommends improvements. One of its reports prompted an audit of the prison healthcare system. Reports on a youth facility exposed the state's practice of concentrating the most troubled youth in an institution without adequate treatment staff. The group urged county courts to stop committing boys with severe mental health needs to the facility. The association plans to use its $500,000 grant for communication, public outreach and volunteer coordination. Other winners are the National Institute on Money in State Politics; FrameWorks Institute; the Human Rights Center at the University of California Berkeley, School of Law; iCivics; the Roosevelt Institute Campus Network; Asistencia Legal por los Derechos Humanos; Firelight Media; and Forest Trends.
